Rahamatulla Molla: a rare success with baton

It was a rare success of a cop with a baton but at a completely different field. It is a success in the sporting arena.

Kolkata Police shares the glory of India’s extra-ordinary feat in 19th Delhi Commonwealth Games through Rahamatulla Molla who has won bronze in 4×400-meter relay race. An extra-ordinary athlete, Rahamatulla joined the city police in 2006 as constable. He is currently serving the 8th battalion of the Kolkata Armed Police.

Immediately after his accomplishment, police commissioner Gautam Mohan Chakrabarti personally congratulated our sporting hero and announced a special award from the city police for his feat. The state’s youth minister has also decided to honour him with another award.

The feat is only perfect fall out of his unflinching dedication to the cause of athletics. In fact, since his childhood Rahamatull used to dream about being a successful athlete. Even in primary school, his speed and athletic physique drew the attention of Sibuprasad Haldar, a teacher. In high school, he became a cynosural in athletics. Another teacher Sudarshan Haldar became his constant motivator and trainer.

Son of Abdulla Molla, Rahamatulla was born in March 3, 1987 at Daqatimara village under Mathurapur police station area, 60 km from Kolkata. With open field all around his house, Rahamatulla used to run and run all around, when most of the children used to be busy with other kind of sports like cricket, football or volleyball.

This is not the only success of Rahamatulla. He has kept winning medals for our organisation, state and country. He secured the first position in 57th All India Police Athlete Meet’09 at Lukhnow. He also won the silver at All India Police Meet at Assam in 2007. Besides, he participated in World Championship in Italy in 2004, Commonwealth Wealth Youth Games in 2004 in Australia, and in Asian Grand Prix.

We congratulate him for his extraordinary feat and wish him more success.

Biswajit Baidya

Utpal Dhar

The Qualis (BR 25A- 0190) jumped signal and tried to flee on August 8, 2010 at Aarabindo Saraani and Jatindraa Mohan Avenue. The sergeant Biswajit Baidya and constable Utpal Dhar chased the vehicle and intercepted it. What tumbled out of the vehicle was a clue to the city police’s special task force (STF) investigators for unearthing the biggest arms-ammunition racket of the country.

The duo retrieved five thousand .315 ammunition without any legal papers. With unbelievable swiftness and dogged tenacity, they brought to book the offenders. Later, STF followed the trail and traced the biggest ever arms-ammunition racket based in Patna which perhaps sold ammunitions to terrorist outfits.

Waliul Islam

Sergeant Waliul Islam is a brave soul who took no care of his life to rescue an injured cabby from a warring mob. The taxi driver dared to drive his taxi ignoring the bandh-fatwa on July 15, 2010. The taxi-union mob started beating him mercilessly. No one dared to rescue the cabby.

Waliul not only rescued him and arranged first-aid for him but caught one of the accused and handed him over to Park Street police station.

Sushanta Sarkar

Sub-inspector Sushanta Sarkar recovered Rs 12,000, two mobile phones, a bunch of keys and some valuable documents from the taxi (WB04D 2335) on May 4, this year. After going through papers, he understood that the cash and documents belonged to Dhananjoy Das Adhikary, professor of Yogoda Satsanga, Palpara College of  Purba Midnapore. Adhikary got down from the taxi at SK Das Lane under Phholbagan PS. Sarkar contacted him and returned all the items to Adhikary.

Subhasish Paul

Sintu  Patra of Indrapur in Bankura left a bag containing gold jewellery of six bhories, cash Rs 2,000 , ATM card, fixed deposit receipt in a taxi at the airport on October 1, 2010. Sub-inspector Subhasish Paul of the special raid section of traffic police got on the same taxi and got hold of the valuables left by Patra. Paul immediately contacted Patra and returned all of his belongings.

Pijush Sadhukhan

When taxi refusal has become a menace in the society, we need sergeant like Sergeant. Pijush Sadhukhan. Rahul Wadhwa of Pataldanga Street, was going to his workplace in a taxi. After running a few kilometers, the cabby compelled him to get down at 19, N. S. Road. Sadhukhaan who was busy managing traffic near by came to his rescue. He collected the taxi number from Wadhwa and chased the taxi and intercepted it. The driver was handed over to Burrabazar police station and was prosecuted on the basis of the complaint of Wadhwa.

Sergeant Pijush Sadhukhan, Sergeant Waliul Islam, Sergeant Biswajit Baidya, Sub-inspector Sushanta Sarkar and Sub-inspector Subhasish Paul are those men in uniform who not only carry out their duty to the perfection, but took the image of the force a few notches higher.

They are our unsung heroes. While carrying out their duty, they go an extra mile just to help others, often risking their own life. They work silently without expecting anything in return. It is their helping hands that make the force a proud one.

 Walk For A Cause

Kolkata has never walked like this. The walk for an idea, a walk for a cause. A truly dynamic campaign against alarming rise of diabetes around the world assumed a different dimension at walkathon, a joint initiative of Kolkata Police with West Bengal Federation of United Nations, Rotary International, Round Table India and Concern for Kolkata on November 15.
Kolkata Police chief Gautam Mohan Chakravarti flagged off the walk. He made it a point by walking the entire stretch along with Usha Uthup, Arindam Sil, numerous school children, senior citizens, corporate groups and NGO members; the event became the talk of the town.
Nearly, 4,000 Kolkatans marched together at the maiden edition of the ‘Kolkata Walkathon’ with style and grace. The walkathon reinforced the idea of combatting stress, obesity, rising number of heart attacks, diabetes and a resolve to see our loved ones live longer. Long after the event was over, Walkathon spirit was still alive in the mind of people.
United Nations officially declared November 14 as World Diabetes Day in 2007. For the first time the City of Joy became a part of World Diabetes Day celebrations. The most innovative part of the run-up was lighting up of Monument and some landmark buildings. Kolkata was all dazzling at Shahid Minar, decked in brilliant blue light, the designated colour of unity for Diabetes, as per the International Diabetes Federation. As they walked, they learnt how to fight against Diabetes.
Prior to the walk, a Diabetic Health Check up Camp was also organized on World Diabetes Day on November 14 for the members of Pronam foundation of Kolkata Police for Senior Citizens showing how as a caring society we must reach out and help to heal the world.
An adage says, “in every walk one receives far more than what one seeks.” Kolkata will walk again. Won’t you?

Community Policing

“The legitimate object of Government is to do for a Community of People whatever they need to have done, but cannot do at all, or cannot so well do for themselves, in their separate and individual capacities”

-Abraham Lincon.

The concept of community policing is based on the belief and realization that, the community can also play a vital role directly or indirectly in problem solving and crime fighting. Only by working together, will the people and the police be able to improve the quality of life in the community. Here, the police will not only act as law enforcers but also as advisors, facilitators and supporters of the New Community Based Police Supervised Initiatives.
Community Policing has gone much further than being a traditional police – community relations’ programme, and has attempted to address crime control through a working partnership with the community. Community institutions e.g., Families, Media, Educational Institutions, Social and Non-Governmental Organizations, Neighborhood Associations are believed to be key partners with the police & their views have greater status under community policing.
Things however seem to be changing in the last few decades and are still in the process of undergoing more changes. Police, all over, have developed ways and means to convince people that they are not the ones to be feared upon and that they can be approached at any given time when in distress.
To befriend the community, police forces all across the country and across the world have been devising new techniques and procedures. Kolkata police has three main strands of Community policing initiatives – Education, Health and Sports.

1. Rehabilitation of street children by providing health &
educational support to these children.
2. A blood donation programme for the public.
2. Kolkata Police Para-Football Friendship Cup Tournament:
where sports serves as a vehicle to build police public
relation.

Some other measures are -

Nabadisha – A new Direction:
NABADISHAThis has been one of the most highly acclaimed endeavours of Kolkata Police in the field of Community Policing in recent times and has become a model project to be emulated by all other police forces in the country. This project has also been accredited with appreciation and acclaim by international agencies like the UNICEF.
This is an educational and health care programme for the vulnerable children in the streets of Kolkata. It is a catalytic force that brings together the police, children, their parents, other members of the community, local NGOs, volunteers, corporate sectors – to work together in the best interest of the city’s street children.
Under this scheme, a total of 35 schools are run within or around 32 police stations in Kolkata where a total of 2500 odd students receive free education, food and health check-up every month. The children who come to these informal schools are either absolutely illiterate or are dropouts. These children here receive education up to a certain level & when they become competent enough, are mainstreamed and sent to local, formal Government Schools.
Health and Personal hygiene is the other important aspect of this project.Monthly health camps are organized for all these children for different ailments. Medicines are provided and surgery done if and when required. Each of these children has their individual health card and mediclaim policy.
Sports & Fine Arts are integral part of their curriculum. They are encouraged and taught to take part in various activities. As a furtherance of the Nabadisha project, Kolkata Police have, in 2007, taken up the task of educating a despite ranking 27th the WB-JEE – 2007, was unable to secure admission at Calcutta Medical College, due to severe financial constraints. He is now, however, in his first year MBBS.

Trust is the Heart
Establishing and maintaining mutual trust is the central goal of community partnership. Trust will give the police greater access to valuable imprecation that can lead to the prevention and solution of crime.
The marriage of police and community brings together the power of the formal criminal justice system with the informal social control that communities can exert. Police departments have also been a catalyst in forging new partnerships with other professional and civic institutions. These new professional and community relationships allow for the development of long term, board based interventions that address the conditions that allow chronic problems to persist. By promoting a focus on positive interaction with youth, particularly in crime-riddled hotspot neighborhoods, the Community Policing Officers hope to help more young people grow up to become productive, law abiding citizens.

a (191)

In lasting tribute to sacrifices made by the Police Personnel who laid down their lives in the line of duty while serving the Nation, a Police Memorial was erected at the crossing of Red Road and Mayo Road on 13th August, 2009.
The Hon’ble Chief Minister inaugurated the police memorial in memory of all those who had unhesitatingly sacrificed their lives in the line of duty.
There are many today who owe their peace, security and life to the extreme sacrifice and commitment of such noble men. With every policeman’s martyrdom, law enforcement becomes more resolute – a sacrifice that has not gone in vain, a sacrifice that pursued the struggle for peace with unrelenting force, a sacrifice that helped to create a crime-free city, a sacrifice that left no stone unturned so that every citizen could move freely without threat, extortion or coercion. The commitment of such noble officers thus instills the faith of the rule of law in every Citizen.
Hundreds of such valiant police personnel have laid their lives on the alter of duty every year. They are the unsung heroes of our land. Their noble sacrifice was greatly overwhelming during the terrorist attacks in Mumbai on 26.11.08 and in the attack on Parliament House, when the police force always acted gallantly and successfully thwarted all such unholy alliances who were intent on destabilizing the peace and prosperity of our country.
Today – even in West Bengal – despite being a constant target of attack by Maoists, criminals and anti-socials in the districts of Paschim Mednipore, Bankura, Purulia and other places in West Bengal, the police force has most successfully protected this vulnerable fabric of security to ensure peace and tranquility within the state.
It was therefore a great privilege and honor for us to inaugurate the Police Memorial in memory and reverence of such noble men who have sacrificed their lives in the line of duty. Their sacrifice and commitment has given us peace. By erecting this Memorial, we take this opportunity to express our humble gratitude and indebtedness to the selfless devotion of our valiant men.
While the loss of a loved one can never be replaced, for all practical purposes – life must go on for those who are left behind – aging parents, bereft widows, children and other dependents in the family. In consideration of this, the State of West Bengal settled on a Rs. 2 lakhs compensation to the next of kin in case of death in the line of duty. However, keeping in view the supreme sacrifice made by our brave policemen, the Government now plans to increase this amount to Rs. 5 lakhs with a corresponding increase in the amount for permanent loss of limbs, etc.
